Phil’s most recent assignments have been the implementation of Fibre to the Home (FTTH) mainly in the Outside Plant (OSP) area. For example, he was the lead Contract Manager responsible for the delivery of the ‘Homes Passed’ targets in Brunei (TelBru), involving managing the external contractors, compliance to contract & standards, build quality, acceptance criteria, documentation and problem resolution.
Other projects on FTTH include Malaysia (TM), involved audits/reviews of network design & implementation, build quality & standards, field processes & procedures, field technician capability & tooling.
Phil also recently led copper access network reviews (Colombia – Emcali) to assess the suitability and capability of the copper network to support the deployment of Next Generation Access (FTTx), providing a report & recommendations to remedy any shortfalls.
Prior to that Phil was involved in the strategy, architecture and design of FTTH networks in Saudi Arabia (STC), feasibility studies using other utilities infrastructure to build fibre networks, sweating the copper assets, looking at co-location, construction options e.g. micro-trenching for Regulators etc.
Phil also had 5 years working for a telecom equipment vendor managing major accounts for access technologies & NGA projects, responding to tenders and relationship management.
The main aspect of Phil’s career was 30 years in BT as a Senior Planning and Field Operations Manager responsible for all access network activities with over 140 staff and budgets in excess of £50M. This was interspersed with Project Management roles, Systems Engineering (OSS), Process Engineering, TQM training and developing high performance teams.
